Diocletian did not pass the Roman citizenship qualification to become Emperor, and then achieve one of the most economically illustrious careers in the history of otherwise incompetent and psychopathic Caesars. Tay and I can do the same, I have been cultured in American culture, I am a product of a nation that has been a protectorate of America my whole life. If Diocletian can be the best Emperor, I can be the best US President, even though not qualifying for citizenship.
