  • Their exclusion creates cohesion among the “viable” majority

(Placed at margins, healthy majority feel.greater sense of vitality and belonging to normative folkways)

  • Their precarity maintains incentive structures

(Majority that see welfare safety net are more productive, caring ensures future welfare and incentives hard work)

  • Their emotional degradation maintains cultural boundaries

(Dominant culture defines it's boundaries by marginalised and minority group cultures)

  • Their fragility generates moral narratives that regulate behaviour

    (Rule of law is based on the world's best practice of morality folkways constructed on emotional load bearing classes, that give meaning to normalised role adoption and responsibility for disadvantage and marginalised)

      Decentralizing politics always first slashes welfare, before removing focus of community administration from centralised bureaucratic control to regional or local administration of community.

        Wealth has a way of caring for its family disability or marginalisation, is the folkways basis of welfare. Nations with little wealth classes or village community, have little or no routine welfare folkways.

          It's funny, minorities that are normally not sympathetic to disability, will assume a caring role if it facilitates assimilation into a foreign dominant culture. So suffering in this case aligns a eugenic minority to a welfare state dominant culture.
