If I said I made you $2 billion dollar Dividend, then taxed you an extra $2 billion, to pay off the loaner of $2 billion to pay you a DIVIDEND, you would not call it a dividend, you would call it a unfunded loan to you that you have to pay off, NOT A DIVIDEND.
